Ah, you are using Shipment scheduling functionality, combined with the 'new' schedule line processing.

Forwarding agent | SCN
No need to enter the forwarding agent manually in the shipment, if you maintain it in the route. Once route is exist in the shipment, it will pull the FA in to the shipment. It's standard SAP functionality.

Modifying 0VTC and 0VRF trasnactions when client is not modifiable
we are uploading 0VTV and 0VRF transactions using a BDC logic. in development the change asks for a transport request. now when we moved into production the client settings in SCC4 are "client not modifiable" so we were not able to update the transactions.
